Why Concrete Fails in South Florida Buildings
Reinforced concrete is steel wrapped in stone, and our climate attacks the steel. Salt-laden air penetrates the concrete over decades; when chlorides reach the rebar, the steel corrodes and expands, cracking and spalling the concrete around it. Balcony edges, exposed slabs, and parking structures show it first. Left alone, the damage compounds, which is exactly why inspection programs exist.
What a Restoration Project Involves
Engineering and scope definition
The engineer’s report identifies conditions; the repair documents translate them into scope: which balconies, how much demolition depth, what repair mortars and coatings, whether railings must come off and what goes back. Restoration work on multi-story buildings is permitted, engineered work, not patch-and-paint.
Permits

The repair sequence
Typical balcony restoration runs: containment and access (swing stages or scaffolding), demolition of unsound concrete, rebar cleaning or replacement with corrosion protection, formed structural repair with compatible mortars, waterproofing membranes and sealers, and finally finishes and reinstalled or new railings. Because concrete restoration exposes conditions as it opens up the slab, good contracts include unit pricing for quantities discovered during demolition.
Railings: plan them together
Railings almost always come off during edge repairs, and many associations use the moment to upgrade to modern glass systems rather than reinstalling corroded pickets. How Long Does It Take?
Small scopes, a handful of balconies, can wrap in weeks. Building-wide programs are phased over months, working floor by floor or elevation by elevation. The real schedule drivers are access logistics, weather, discovered quantities, and how quickly permit comments are answered. Owners typically lose balcony access only while their stack is active.
Keeping Costs Under Control
Boards control cost most effectively before work starts: a clearly defined scope with unit prices, a contractor experienced in occupied-building restoration, combined scopes (restoration, waterproofing, railings, painting) to share access costs, and disciplined responses to engineer and inspector comments. Deferring repairs is the one strategy that always costs more; chloride damage grows.
